Lack of involvement when developing policies

A site manager was handed a new policy document that he felt was distanced from his reality. He thinks that employees working on site often have important insights and experiences when developing these kind of policies. However, too often these standard procedures are developed from head office without input from colleagues on site. He feels that the policies are often too detailed and a challenge to implement.
