Is he withholding information?

This situation raises questions about handling issues of trust around how information is being shared.

Text version scenario

An employee at Skanska feels that his manager is withholding information. He has noticed that his peers in other districts get a lot more high-level information than he does. He believes that this is done on purpose and dislikes this lack of transparency. But, he does not feel confident to raise the issue. His manager on the other hand, believes in only sharing relevant information with his team, not “over-informing” them. How can this trust issue be resolved?
